An applicant MUST:

1. Have a suitable location and/or business for the sale of tickets.
2. Produce a recent police certificate of good character.
3. Be at least 18 years old.
4. Agree to purchase at least $900.00 worth of tickets per receipt.
5. Agree to purchase tickets at least twice monthly.
